Abstract

This article is motivated by the need to transform higher education governance toward a data-driven approach in the era of big data, a practice that has not yet been widely developed holistically. The novelty of this research lies in the formulation of an integrated data-driven quality management model, emphasizing not only the technical aspects of technological sophistication but also the participation of the academic community and the alignment of institutional policies. The research aimed to design an adaptive, integrated, and sustainable data-driven quality management model to support the improvement of higher education quality. The method was a qualitative approach through library research with content analysis techniques, referring to the principles of evidence-based management. The analysis results indicate that the success of data-driven management implementation is influenced by factors such as leadership, participation, infrastructure, and organizational culture. Furthermore, a gap was found between the level of importance and performance in several aspects, as well as the limitations of the data-driven approach, which tends towards oversimplification (reductionism) if not balanced with intuition (irfani) and experience (riyadhah). The implications of this study emphasize the importance of developing an integrative, flexible, and contextual quality management model as a basis for strategic decision-making to continuously improve the quality of higher education.
