Abstract

This study is motivated by the limited research on the dynamics of policy transformation in the development of the Islamic Religious Education (PAI) curriculum in public schools, despite its significant impact on the direction and substance of Islamic education within the national education system. The purpose of this study is to trace the evolution of PAI curriculum policy from the colonial era to the Merdeka Curriculum period, and to analyze the impact of these policies on the position of PAI in formal education. This research employs a qualitative design using a literature study approach, with data sources including policy documents, academic books, and scholarly articles selected through purposive sampling. Data were collected through document analysis and analyzed using content analysis techniques. The findings reveal that PAI curriculum policies have undergone four transformative phases: political-ideological hegemony, academic foundation, academic development, and academic-humanistic transformation. Each phase reflects shifts in political orientation and social demands that influenced curriculum development. The study concludes that political policy plays a crucial role in shaping the structure and content of the PAI curriculum, thereby highlighting the urgent need for a flexible and contextually relevant curriculum. The implications of this research include theoretical contributions to the literature on Islamic education policy and practical recommendations for policymakers to design a more responsive and adaptive PAI curriculum. Additionally, this study identifies future research opportunities concerning the integration of Islamic values into globally competent curricula.
